Watch Dogs by Ubisoft launched May 27 during which time the developer stated that players were experiencing authentication services issues.
Now, Ubisoft tweeted that the issue has been resolved and that they will continue to monitor it to make sure that it’s stable.

Issues with Uplay Authentication have now been resolved. We will keep monitoring to make sure it remains stable. Thanks for your patience_
